Why don't you offer Free Shipping?
Some items DO have free shipping but know "free shipping" isn't free. It's added into the price of the product somehow.
If an item has "free shipping" and a refund is wanted $5.00 will be deducted from the purchase price and called an "admin fee".
I have stopped using "free shipping" and now keep shipping costs separate from the product cost. This makes it much easier to create a refund if the need arises.
